Workshop on Veterinary Laboratory Systems and Policy (WP5)

The 2nd Policy Dialogue Meeting was held on 14 October 2015 in Vienna organized by the joint Food and Agriculture Organisation and International Atomic Energy Agency partnership (FAO–IAEA) with the support of the Sociedade Portuguesa de Inovação (SPI). The topic, Veterinary Laboratory Systems and Policy, was presented by experts from the EU and China who gave speeches on laboratory diagnostic networks in the EU and China, and policy and legislation in the fieldForty four participants attended the meeting, including 16 speakers, out of which 9 were external invited lecturers. The presentations covered a variety of topics ranging from the responsibilities and challenges in disease diagnostics and networking in the EU, to a description of the Chinese national veterinary laboratory network. A general discussion followed the presentations, during which a number of recurring themes became apparent:

  • China’s existing laboratory system contains duplications/triplications;
  • Chinese labs contain adequate instruments but lack well-trained staff;
  • To further progress, an international meeting in China that includes Chinese officers and government officials would help;
  • Information sharing is not currently in real-time, which hinders diagnostic progress;
  • It is difficult for EU institutes to find Chinese partners because it is difficult to gain permission to go to other countries and meetings.
